Duty rates are elevated, and most importers pay more than the law requires. The strategies below are not loopholes. They are established programs and methods, executed every day by customs and trade compliance professionals. Most importers use none of them.
1. HTS classification review
The Harmonized Tariff Schedule has more than 10,000 tariff lines, and many products legitimately fit more than one heading. The difference between two defensible classifications can be several points of duty. A line-by-line review of specs, materials, and use is the cheapest duty reduction available.
2. First sale valuation
When an intermediary sits between the factory and you (a trading company or buying agent), U.S. law can allow the first sale price, factory to middleman, as the dutiable value instead of the higher price you paid. Documented correctly, duty savings of 10 to 30 percent or more are realistic.
3. Foreign trade zones
Goods held in an FTZ owe no duty until they enter U.S. commerce. Re-exports leave without duty at all. In some cases, manufacturing inside the zone changes the classification to a lower rate. FTZs pair naturally with bonded warehousing.
4. Trade preference programs
USMCA and other agreements offer preferential rates that many importers simply fail to claim. Qualification requires rules-of-origin analysis and clean certificates, but the savings recur on every entry.
5. Sourcing diversification
Shifting production out of Section 301 scope, primarily China, toward Vietnam, India, Mexico, or Thailand removes the added duty at the source. The freight network changes with it, which is why sourcing and forwarding decisions belong in the same conversation.
6. Duty drawback
Import duties on goods that are later exported, unchanged or inside a manufactured product, can be refunded at up to 99 percent. Drawback is underused because the recordkeeping is demanding. It is also real money left unclaimed.
